Council Chambers - Exterior

If you are a member of the Trazling Council, or a visiting dignitary, you'll be familiar with our Council Chambers.

I thought all my subjects were detained elsewhere this evening, but it seems one couple has stayed behind for a more private celebration.  I wonder who it could be?   It's a bit hard to tell at this distance.
